The OWEM Federation is the load-bearing topology of the sovereign substrate: 13 model classes (each with its own training corpus, architecture, and sovereign VM), wired to 33 BFT seats (the voting agents of the council), structured along the 22 Major Arcana (the hermetic axis that gives the federation its symbolic depth). Every model class votes on every BFT seat, mediated by an Arcana — and the result is a federation that is fault-tolerant, jurisdictionally diverse, and epistemically honest about what it doesn't know.

Each model class is an independently-trained, independently-deployed, independently-SIGIL-signed intelligence. The federation routes across all 13 — no single class is the bottleneck, no single class can hijack the output.

2. The 33 BFT Seats

The 33 BFT seats are the canonical voting agents. Quorum is 23/33 (2/3 majority). The federation tolerates f=10 adversarial seats before consensus is unsafe. Below the quorum threshold, the federation falls back to a sovereign-replay mode that replays the last-known-good SIGIL chain.
