2. THE PROBLEM

(a) Sovereign architectural lock-in: 100% of DfT + DVLA + DVSA + National Highways + Network Rail run on AWS Dublin / Azure Netherlands + Snowflake US east-coast nodes. Each is foreign-vendor; DEFONEOS at design-time introduces a sovereign ORR-CSP alignment for every signalling-stack. (f) Smart-Motorways all-lane-running safety: 2025/26 saw £2.4bn of stopping-vehicle incidents (National Highways estimate).
