The US entry is the highest-friction — US sovereignty concerns mean DEFONEOS must position as a substrate for the US's sovereign AI capability, not as a replacement. The UK, AUS, NZ, and Canada entries are the lower-friction routes; the £22M 5-year budget is distributed across the 5 nations proportional to the entry point.
